The Man with the Plan

Butch Cappel has a long and successful history in training dogs and handlers, and he also has a heart the size of the Great State of Texas in which he resides. He sees the daily destruction of healthy, loving dogs due to over-population; he can clearly articulate the source of the problem (see The Man Who Bothered to Ask "Why?") and he has a solution.

Since Butch can describe this better than anyone, I am taking the following  from his website, Pets Are (for) Life (P.A.L.*).

P.A.L. wants to be so successful that by the year 2029 we close our doors forever.

No more “throw-away” dogs and cats cringing terrified at a pound awaiting execution! No more spoiled rich men or high school dropout gang-bangers, expressing their testosterone with the blood and suffering of dogs in a pit, fighting to live a life where they go back to the solitude of their 3-foot chain to heal their wounds, until the next fight. And PLEASE! No more Animal Gestapo types trying to pass laws that tell sensible Americans what kind of pets they can or can-NOT own!


How will we do this?
With a three-tiered program designed to SOLVE problems, not just put a band-aid on them. After research on three continents, we have determined the most practical and effective steps that can be taken to stop the pet overpopulation problem.

First, the public’s perception of the dog they want is greatly shaped by dog shows and other media-promoted events. Now the mutts and the throw-away purebreds will use that same marketing plan. The creation of the Rescue Kennel Club (RKC) will give all dogs a face and a standard. By creating basic obedience trials and conformation shows, we can show America a dog world they have never seen—a world of dogs eager to please and wanting to be a part of their family. The RKC program will send shelter and rescue dogs to their new homes after a basic training program that makes that dog the best member of the family

Our Sanctioned RKC dog shows will generate for your shelter/rescue project, the kind of media attention that will change the public's mind on where to buy their first dog. Why get a puppy that pees on your floor, when you can have a turnkey, trained, loving companion from the RKC? Soon the RKC will be a source for the media and the public alike for information on the world of DOG, and families will have the first dog guaranteed to fit into their lifestyle.

Second, we have written the most effective legislation ever seen in this country. Using a well-known business concept called product liability, we will change the entire pet industry for the better. Just as Ford must be responsible for their product if the brakes are faulty, and they must take your car back and fix it at their cost, so too should breeders, the manufacturers of puppies in this country, be held liable for their product if they sell foolishly or irresponsibly. Limited product liability will give all breeders economic incentive to find customers in places other than flea markets and pet stores. The best news is this is a 100% enforceable form of legislation AND it will generate enough revenue to make it self-funding—no new taxes!

Third, we operate a no-kill shelter and will try to expand its operation to any location where we can save a dog. In our kennel we have implemented a novice trainer program. We teach Rescue personnel the basics of dog training. These apprentices help in training dogs in our no-kill shelter and now have the skills to return to their Shelters or Rescue organizations with the ability to train the dogs in their group. Slowly—one dog at a time—we will become the preferred source for all first-time dog owners.

*Along with working to end pet over-population and "throw-away" companion animals, PAL operates a no-kill shelter where rescues are boarded, trained, and prepared for adoption to their forever homes.
